However, when I was your age I took a class which was taught by a family friend, and she let me wear my leotard on the outside, but I was the only boy who chose to wear them that way. I personally think it should be a standard, for boys and girls both, to wear leotards on the outside of the tights. Its much more comfortable and it looks much nicer as well.
