I still want to learn, but do you think 16 is too late to learn? And also, if not, does anyone know of anywhere that would possibly take me on in either Tonbridge or Maidstone area?

16 is not too old to learn ballet. In fact you're never too old to learn ballet!! If you can walk and have even some flexiblity, you're a candidate for ballet. The one thing you must do is stick with it!! Don't get frustrated as it will take qiute a bit of time until the movements become easier to remember and to do. But you'll never know unless you get into a ballet class. You can look in your local phone book or search the web for a studio near you.
