You can surely start to learn and dance at 13 - I started much, much later than you and I danced professionally for 30 yrs.  So find a good teacher and work hard and you will do it.  As for glue - I don't know to what you are referring.  For ballet slippers you don't need glue at all.  When you are on pointe, sometimes dancers put floor wax on their pointe shoes to harden them, but if I were you I wouldn't worry about that at all.  You won't be on pointe for a couple of years after you start.  If you take about 3-4 classes per week for two - three years, if your teacher thinks you are ready, then you go onto pointe. And, dancers don't need to retire until they are in their 40's or 50's so you have a long time yet.  Basheva
