It sounds like your problem is a real foot problem, not something that adding a pair of socks would cure.

Feet come in 2 basic models: soft flexible arch (flat feet), and rigid high arch.  You can tell what you have by stepping on a piece of paper with wet feet.  If it marks as a big blob, you have soft arches, if all you see is front, back and a little bit of the outside of your foot connecting the two, your arches are rigid.

Rigid arches are more prone to tight tendon problems such as plantar fascitis (heel spurs), but your dexription of a "muscle spasm" doesn't sound like that is your problem.  Try wrapping your arch in something tight like an ace bandage, or something elastic from Dr Scholls and see if the problem goes away.  If not, you might consider getting a medical opinion.
