The only dance belt I am aware of that comes in true children's sizes is the Baltogs BT128 full bottom, avaiable online from The Dance Store (www.22dance.com), and Rivers Edge Dancewear (www.riversedgedancewear.com). Once boys waist sizes reach 24" or so, they could opt for a true thong style dance belt whether they've reached puberty or not.
