I have been in cheer and we never put it up. We wore small tights and unitards for practices and competitions but never put it up. I have looked at male ballet dancers' crotches and have not noticed that their penises are up. It looks down to me. (I am looking cause I am bi and you know guys...)  but yeah I have looked at they look like they are down.
