Dance belts are not something that are commonly seen in health club locker rooms, so it is understandable if you are too shy to change into one there.  But a dance studio changing room is entirely different.  If someone walks in on you, he is probably a dancer himself who also wears a dance belt.  Even a non-dancer in that situation better be prepared to deal with dancers changing their clothes.  Why should you be embarrassed?

Are you concerned it looks like you are paying way too much attention to that part of your body?  Don't be.  Anyone who wears a dance belt knows that putting one on takes a certain amount of tugging, pulling, and arranging to get everything in place and comfortable.  Far better to do your adjusting in the dressing room than out on the floor.  We've all experienced that little bit of initial discomfort that builds into a major aggrievation after an hour of class.

If you are embarrassed to be seen naked or just wearing a dance belt, put on your t-shirt first, then change into your dance belt and tights.  The shirt's tail should cover the critical area.
