FIRST ----- NO! NO! NO! NO cock-ring!!!!

What you have is known as retractile or hypermobile testicle.  The testicles start out inside the abdomen and, as we grow, slide into the scrotum.  There is a "cord" attached to each that moves along with them on this route.  As this happens, parts of the oblique muscle attach to the cord and go along with it.  This is the cremaster muscle.

The cremaster muscle is what retracts the testicle into the abdomen.  This does this at certain times, and there's the cremasteric reflex, where a slight stroke on a place on the abdomen will make this muscle contract and draw the testicle up.  You could be activating this reflex when you're dancing, either by your dancewear, when your partner touches the abdomen, etc.

Typically you'll notice the cremaster muscles contract the testicles upward when you're reaching orgasm.

999,999 times out of 1,000,000 this retractile testicle is normal.  Typically a strong retraction ends after guys go through puberty.  If you're still in your teens or early twenties, this should be disappearing shortly.  Still, it can remain in a few people (1 out of a million, for example).  Don't worry.  If you start seeing blood in your ejaculate ("come" "spunk" etc.) then get checked by a urologist.  In any event, mention it to your doctor the next time you see him or her.

I say NO! NO! NO cock-rings! because the cock-ring will "fight" what is a normal reflex, and the muscle will pull the cord and testicle against it, possibly injuring it.  I'm not just against cock-rings, and I'll admit to having an assortment of them.  I've reached orgasm with a cock-ring on, and it kept my testicles from retracting properly, and ended up with blood in my ejaculate.  

If your cremaster muscle is as active as you say, the pulling of the upward can result in damage to the cord and testicles.
