Hi guy!

I've spent time studying Cecchetti and Vaganova for the purpose of contrasting Schools, and never really focused on RAD.  So I'm not sure, but would postulate it's because of the focus on pointe work and/or the predominance of women in most of ballet.

Once guys build the strength and basic technique, they really move on to partnering and specialized work for performance that you don't get from a graded system.  The guys who get that far are few in number, no matter what the School, and need the individual attention of specialized men's classes.

I don't know the reason, but maybe grading up to 5 RAD is designed to benefit guys, moving them onto the focus of what guys need that routine classes cannot give them.
