Sure, when you see pictures of Leotard, the circus acrobat, he wears his leotard over his tights. In some places, in fact the origin of the leotard, the leotard is over the tights. But if you read the history of ballet, and the notes of the choreographers and costume designers, you find that the emphasis for the male is on a short closely cut tunic that pulls in at the waist for the "V" shape. That's the tradition. Aside from ballet tradition, I have to disagreed that the leotard over tights makes the legs look longer. The effect of the crotch and butt material is to make the torso look longer, and consequently, the legs shorter. Tights over the leotard extends the legs, with the same color reaching up to the waist. Take a picture of yourself in both costumes, with contrasting colors.
