Demi-pointe certainly involves the toes.  I'm always being told to center myself, while on demi-pointe, over my big and second toes.  We have exercises to do, like picking up marbles or scrunching a towel with our feet, in order to gain dexterity in our toes.  The more you are able to spread them out, the better you will be able to balance and jump.
