Yes.  Because dancewear designers are making dancebelts for real ballet students and professionals, the range of available sizes just does not conform to the range of street sizes for ordinary mortals.  A 36" waist is very nearly the largest size that an actual dancer would have, and he would have to have a pretty unusual body type for a dancer in order to get away with it, professionally.

Keep this in mind when buying dancewear in general.  If Capezio has an XL or even XXL, go for it.  Comfort is more important than ego in a dance studio.
