I have advocated customizing the dancebelt to be more comfortable, suggesting that guys use a foam cup.  Also, I believe it is important that the scrotum and testicles be drawn up, away from the body, and out of the crotch; because it avoids injury while doing, for example, moves that require close (and rapid) movement of the legs together, it allows for a more comfortable, tight fifth position, etc.

I've known dancers that use things like cock-rings, elastic or leather straps, etc., that draw the scrotum and testicle up an away from the body, but must caution that this is risky.  There are natural muscular reflexes, particularly in the cords that suspend the testes, that should be allowed to react, and too tight, too inflexible, etc. fitting devices can limit these movements, possibly causing injury.

Where are you located? What "boys changing rooms" have you been in?  I've seen a variety of things happen in these places, although most of these rooms are pretty sedate.  May-be these guys who do what you call "stuffing" are dressing before they come to classes, at home.

I can understand that some guys want to portray a more "even" or flowing look to their dancewear.  As long as they don't go over-board, who cares? (Seriously, too much "stuffing" can look obvious.)

I've also been in professional dressing rooms where guys have been forthright about "adjusting" their appearance, particularly for performances. I don't think its that strange!
