Many, many athletes take ballet classes for the foot speed you mention, as well as facilitating quick changes of direction (useful in basketball and football), balance,  stretch and flexibility and the use of that flexibility, which must be balanced with strength for it to be useful.  One without the other is of little use.  Yes, there are a number of specific exercises for gaining elevation of the legs - known in ballet as "extension."  I have written some articles on this, but even so you need a teacher.  Ballet - like anything else - can be injurious if not taught correctly.  Basheva
